That was my HOTD yesterday! It took me under 2 minutes and I wasn't rushing. I'm guessing the soft block is to prevent re-takes too.
Be warned for anyone who may be tempted to try this one - it's not a single survey for $10, it's surveys each week for a month, and it sounded like they needed to be completed on the same day each week. No promise that they'd pay at all if you accidentally missed a week. I noped out a few questions in. It looked like way too much work for the money.
I recall Pennywise got qualified to do it if iirc. I don't remember what she said about it if anything.
I guess DB was right, this week ended slow. Monday was a good day same with Tuesday, then after that it seems like the requesters just took off for Election day/Veteran's day.
