Yes, that is all Daylight Saving Time is: moving the hours around. It's still the same number of hours of actual daylight on any given 24 hour day of the year whether or not the clocks change. At the same latitude, Arizona and California have the same number of hours of daylight on the same date even though one uses Daylight time and one doesn't. Meep.
