how to find sellers that offer international shipping

I've tried to purchase an item (clothes section) using my gift card balance

    My Gift card balance $15.00
The item costs $3.50 and $6 shipping fees

But when I place my cursor over the continue button, I receive a message saying
Your $15.00 gift card or promotional balance is less than your order total of $ 20.24. Please choose an additional form of payment to continue.

I can't pay any other way though.

I get a message like this even when I'm trying to purchase an one dollar item.

That means that we cannot use our Gift card balance for shopping?

It means either (1) there is something else in your cart that you are not aware of or (2) the shipping is more than the $6 you are expecting.

Every time I go to checkout, I get a message like this Your $15.00 gift card or promotional balance is less than your order total of $ 20.24. Please choose an additional form of payment to continue.
    or like this
We're sorry. This item can't be shipped to your selected destination. You may either change the shipping address or delete the item from your order.

I've tried to purchase an one dollar item, but I got the same message.

I have deleted all items, I only have one item in my shopping card.

I have the impression that Amazon it's available only to US citizens.

I choose Clothing: International shipping available, but when I go to checkout I get the message
This item cannot be shipped to the address you selected. (Learn more.) You may either change the shipping address or remove the item by clicking Delete.

If it is not available for delivery to your address, it will tell you right away when you choose the address. If it says that you don't have enough gift card balance, it usually is that shipping cost is higher than expected. Some sellers have hidden shipping costs, for example one had only 1.5$ per shipment, everything else at 0$, but when I tried to purchase something it said that the shipping is 20$. Collect enough money and try to buy the same item. Then you can see if it is the shipping, or maybe some tax issue.

I have just submitted an order to purchase that item.
It seems that they are charging a higher fee than expected.

Does anyone have a list with sellers offering international shipping?

Could it be some type of an export fee that is causing it to be higher than you expect?

Replying to a 14-month old post is no great manifestation of intelligence, either.

There is a long list of countries serviced by AmazonGlobal, which is a subset of US Amazon.

And FYI, Requesters routinely geocode their HITs for a variety of countries outside the US. For all the bluster about “only US accounts”, I frequently see HITs specifically qualified for countries other than the US.
