Ask the IRS what they think about it.

Keep in mind it is best not to discuss details of surveys and how to get through them. Even if that is grounds to have you disqualified for the survey itself.
Just a general piece of advice for everyone.

Went back to try for more, I returned 2, because I was confused, and now it's telling me there are no more hits, even though over 2,000 are showing.

Is it because I returned those 2, it's blocking me?

I think that's how it is. It's not because you returned them. It shows over 2,000 available to me, too, but I was only about to do about 10.

I tried one, but it drove me nuts with how the boxes kept popping out to add more questions. I went back to CS and their URL ranking HIT.

They are like some others in that they only let you do so many and nobody knows what their criteria is!
