If TO is timing out and HIT Forker is stopping its more than likely related. HIT Finder used to have this issue. It would request TO, TO would timeout and cause it silently fail and I'm not sure if that fix ever made it into the user script (and thus this fork).
Or you can open a tab and enter "chrome://flags/" in the address bar, then search for "throttling" and set "Throttle expensive background timers" to Disabled. I just did this and saw a big improvement. EDIT: I almost need to turn off HIT Forker's chirp notification because it won't shut up now.
