Actually it IS late than never. You signed up too late. They aren't accepting accounts outside of US.
"No approval for new Indian accounts"? This sucks, seems like they love our INR enough to open up their store in India but do not have the courtesy to give a reach around. Let me guess the excuse a. Too many jobs going off-shore OR b. Scammers running wild in India? Well, their affiliate program is already earning me nice chunks every month so can not complain much.
