You're reviewing what someone else did. If something is wrong click it and the red box appears. haven't been able to do them for awhile, but pretty sure this is the case

Basically, if all the requirements are met and the box says yes, you don't have to click anything, just submit. If the box is empty, click it. If the box says no and the requirements are met, click it. If it says yes and they aren't met, click it.
