I worked customer service for a cable company for a period of time. I did sales, billing and repair for phone, internet and cable. It is just as annoying for the reps as it is for you to have to ask you to turn things on and off and check batteries and all that crap but we HAVE to ask. We had a flow sheet that we had to check off in order to even schedule a repair or maintenance appointment. And they would listen to so many calls a week so if they QA'd a call and you WEREN'T following the script, you would be written up. The point is to avoid sending a rep out at all costs, and if they do have to send a rep out, charge the customer for it if they can. The only way around it is to literally refuse to speak with a rep who is walking you through the checklist and demand to speak with a supervisor.
