    The community manager has several duties on the site, including the welcoming of new users. There are a few other administrative tasks as well. Yes of course, there is a small stipend for all positions.

    Has anyone done these? Every time I try all I can think of is "neutral" all the way down and I've tried what feels like a bajillion times......

    Norc is pretty much a staple along with ProductRnR & CrowdSource. They reject if you go to fast but you can ask them to manually check and they normally will reverse it.
