In my area it is either Windstream (satellite internet), Frontier DSL (Their highest package still couldn't deliver higher than .7MB a second download speed), or Xfinity. Xfinity is the only internet available in my area that tops 8MB download on torrents.

They do use Dynamic IPs but they don't change often and there is no way to manually do it yourself so you might as well call them lol. Well you might be assigned a new one if you leave your modem unplugged for a few days but I wouldn't recommend it when calling is so much quicker.
