I have no issues with most batches but I did with a certain one. I don't remember which one it was, it wouldn't fill up but only 2 at a time or something.

I think that is basically how throttling works these days. You get two easily*. So if you don't work from queue at all, even if you use two tabs to get around slow loading, you can usually just check the box to auto-accept another and work normally. This is how I work things like Engines these days. I don't even bother running a panda and don't work from queue. If the demand (and thus throttling) is relatively light you can accumulate more than two in a queue, but the higher the demand gets the more hit and miss the panda is. Actually getting a hit one time in 2, or one time in 10, etc. *If the demand and throttling are sky high you aren't even guaranteed the basic two. The no-hit reloader script can help there a bit if you aren't working from queue. But at a certain point it just gets so bad it isn't worth the hassle for most batches, so I give up. Which is obviously what Amazon wants: make life so miserable people give up and demand drops.
