Not really. The fiscal year ends on 9/30. Govt agencies have to spend their money or lose it. That includes supplies, equipment, training, partying, whateveh. Everything and anything Federal must be done by October 1st ifit's going to be on this year's money. *shrug*

I struggled to get there, and the only thing that seemed to open up--and be steadily available--was Readabl. The problem with them is unfair rejections, so I don't recommend them. [Edited to add: Sorry for the misinformation! Readabl is way before 5,000 HITs.]
Not to be a party pooper but much worse things happen to many more children than you've seen in RnR every day.
