I figure most just delete the email notifying them of the new qual request and think to themselves, "Gee, I really should go delete my MTurk requester account since I don't need it anymore and I keep getting these silly qual requests for work that doesn't exist anymore."

it is the default new hits are set to. So if a new requester doesnt know that, they default to it.
