New tax laws have to go through both houses of Congress. There are some things the Pres can do by executive order, but that's not one of them. And as Casey said, it wouldn't be till some time this year if it does pass, which means it wouldn't affect your 2016 return.

Self employment tax is just the amount of Medicare and social security tax that your employer would have had to pay if you had an employer. Because your self-employed income is not paid by an employer, you have to pay it yourself (along with the equal portion the employee is always required to pay). So any changes to federal income tax brackets will have no impact on the current 15.2% self employment tax, even if you don't make enough to owe federal income tax. Just like today where one may not owe any income tax but still owe the Medicare and social security tax on just the relatively small income from mturk. States don't have self employment taxes, but they can slap an income tax on your income from self employment just like the feds.
