I'm gonna let you know now, the chance that you'll get that qual is very very slim. First; requesters aren't notified when people request their qualification. Second; normally requesters who set up hits in this fashion, where they have qualifications for batches, require that you do their "qualifying" hits, which are normally smaller batches of hits that are open to anyone (or rather without that "special" qual). Unless you've done these qualifying hits, you have no chance of getting that qualification. There are of course exemptions to this, such as STR11223344 who likes to pop in and wave their qual wand for whoever catches their fancy, or requesters like Sergey Schmidt or Jack Stone, who have their own special quals that are given to certain members of other communities. However, unfortunately for you, Alegion isn't one of those requesters to my knowledge. You can always try to write them an email, but that's just a shot in the dark. If I were you, I wouldn't watch my qual list at all. Your time is better spent working on Jimmy Dragon or some other awful paying work, because at least that way you're making money rather than staring at a list waiting for something that's probably not going to be there. This is because this is the default option for qualifications. When a requester makes a qualification, it automatically makes it open for people to request. That doesn't mean anything, really.
The way that the quals are set up, most of the time your request for the qual will never be seen by the requester. They never get your request or even get to look at it. That is not for every qual, but for many this is the case. If it is a qual where you take a test, or it is autogranted - then that is a different story. But for a qual which requires a certain score, like this Alegion one, they need to assign you a score of some sort.

That's just an example of a crappily paying requester. All she meant was that it's better to be making money, however little, than to be refreshing the quals page hoping for some gold. Good advice, for the most part. Just keep plugging away, making money and learning and you'll get there.
