I don't remember anything about that rule. The minimum fee now is 1 cent instead of .5 cents so the fee for 0 cent hits go about but that is about it.

He is pretty notorious for being rude to people on Turkopticon and paying little (or usually nothing) for his work. Recently I was browsing some other requester's reviews and noticed he was also flagging reviews on other people's accounts he disagreed with.
I have seen his hits since he first started posting. It amounts to harassment. TO is not anywhere a requester should be posting. It is fine to comment here and there . TO is a workers forum .
