If you use Chrome, you can right click an image and select "Search Google for image." In Firefox, you can right click, copy the image location, then go into Google and search in images by url to see where it was used elsewhere/help identify it. 99.9% of the time animated gifs won't be the actual forum user. In this case, it's Will Ferrell from the movie "Elf."
That's from the movie "ELF" with Will Ferrell. Don't know if you know this but when you open Google then click on Images, you can click on that picture and drag it onto the google image page, drop it and it will tell you where that gif/picture came from.
