Al-Qaeda would do this sort of thing in large scale bombings. Secondary detonations while emergency operations are elsewhere. I wouldn't be shocked to find out this is a much larger scale than a simple lone wolf. Could be sleeper cell activated by arrest of Salah Abdeslam the other day.
