I Emailed him. If it isn't reversed, I'll contact his IRB. It was Rutgers IIRC. I've done that before. No biggie. If it's reversed, good. If not, I at least know I escalated it as far as I could. No sweat off my brow.
Not to mention the flawed logic that a timer indicates that you read carefully. I mean, you could get up midway to go smoke crack or something to meet the time requirement.
In my response to the rejection, I gave a pretty much verbatim account of the article. I also mentioned his survey software could be at issue. TBH I've contacted IRB's before. It doesn't phase me and, in a case like this, it makes me feel good to do it if I end up needing to. It's not my fault I read fast.
