Because MTurk is just Bezos' little side project he doesn't really care about. I'm sure if he was forced to choose between keeping MTurk going or the Washington Post going he'd choose the Post over MTurk in a heartbeat.
I am sure it was just the simplest cheapest solution to the problem. They have absolutely no reason to care about things like that. The requesters they might care about. As long as the work gets done, the requesters are happy and they get paid. And there are always workers. People do receipts for under a dollar and hour. Mturk could make you do 5 captchas before each and every HIT, and then half the time not give you a HIT anyways. People would still do them.
